① Adopt a level 3 evaluation system instead of a level 5 due to the absence of detailed data related to indicators.
② If there is a compliance standard presented by relevant legislation or a recommended standard officially adopted in various evaluations, it is first adopted as the judging criteria for rating.
③ If there is only data limited to the applicable institution, use the institutional performance outcome such as the performance & improvement rate of the previous year for the evaluation standard.
